In a groundbreaking announcement at the Astana International Forum 2025, Kazakhstan’s President Kassym-Jomart Tokayev revealed plans to launch a pilot zone named “CryptoCity” where digital currencies will be accepted for everyday transactions.
“We are initiating CryptoCity — a testbed where cryptocurrencies will be used for purchases, investments, and more,” President Tokayev stated, according to an official transcript from May 29.
Crypto as a Legal Tender in a Regulated Sandbox
The pilot zone will operate within a regulated sandbox framework, aiming to evaluate the viability of crypto adoption in real-world economic activities. This initiative follows recent steps by Kazakhstan to position itself as a regional leader in blockchain innovation.
Earlier this year, Kazakhstan introduced a pilot using its central bank digital currency (CBDC), the digital tenge, which significantly reduced VAT refund delays. First Vice Minister of Digital Development, Kanysh Tuleushin, emphasized Kazakhstan’s potential to become Central Asia’s leading crypto hub if regulations are adapted accordingly.

Alatau: The Future of CryptoCity
Digital Development Minister Zhaslan Madiyev identified Alatau as the most promising location for CryptoCity. Originally a science hub established in 1957, Alatau hosts nuclear research institutions and the Innovation Technology Park — making it a logical choice for a tech-focused zone.
“Cryptocurrency would be used in everyday life — to pay in cafes, invest in property, and more. This could be a historic leap for blockchain integration,” said Madiyev.
CryptoCity as a Talent Magnet
The broader goal is to attract developers, IT professionals, and blockchain entrepreneurs to Kazakhstan. CryptoCity will embrace legislation supporting free crypto circulation and recognition of digital currencies as a legitimate means of payment. This vision is currently being drafted into law.
